Is your education voucher about to expire? Don't worry: while there is no formal extension, getting a replacement is usually straightforward. This article explains how long your education voucher is valid, what counts as starting on time, what happens if it expires, and how to apply for a replacement in four steps.

How long is an education voucher valid for?

Standard Validity an education voucher is three months from the date of issuance. That is the rule of thumb stated in most notices. This is regulated in § 81(4) of Book III of the Social Code: It states that the education voucher „may be limited in duration, as well as restricted to specific regions and educational goals.“ The word „may“ is important: The duration is at the discretion of your counselor. Three months is standard, but not a requirement.

Your specific notification will clearly state the exact expiration date—usually as „valid until …“ on the first page. This deadline is binding. If the training program does not begin within this timeframe, the education voucher can no longer be redeemed.

Three factors can affect the validity period. First, your case worker’s discretion: under special circumstances (lengthy application processes for programs, personal life situations), the validity period may be set longer from the outset. Second, the educational goal: If the decision is linked to a specific program, the validity period is often based on its next start date. Third, regional guidelines: Some employment agencies set shorter or longer standard validity periods depending on local practices.

What counts as starting on time?

This is the most common misconception about the education voucher: You must start the continuing education program within the validity period, not complete it. This gives you a lot of flexibility. What formally counts as the „start date“? Section 81(1) of SGB III clearly defines it: „Continuing education is defined as the period from the first day to the last day of the program that includes classroom instruction.“ In other words: simply registering with the provider is not enough. An onboarding email is not enough. The day on which you actually begin working through the course material or participate in a live session is your start date.

In practical terms, this means you need a program whose next cohort start date falls within your validity period. At StackFuel and many other AZAV-certified providers, new cohorts start at regular intervals (every nine weeks in our case). If you have a three-month education voucher, you’ll usually have at least one cohort start available within that period. Things get tight if you end up between two cohorts or if the next available cohort is already full.

Important: The training provider must submit the training voucher from the Employment Agency before the program begins. This is required by law (Section 81(4) of SGB III). In practice, the provider handles this formality—but only if you register in time. Allow at least two weeks between registration and the start of the cohort!

Can I extend the education voucher?

There is no formal extension. That is the honest, legally sound answer. What there is instead is a reissuance. The Employment Agency will issue you a new education voucher that supersedes the terms of the old one. This effectively achieves the same result, but legally it constitutes a separate administrative act.

The difference is more significant than it sounds. In the case of an extension, the existing decision would simply be given a new date—which is not possible. If a new certificate is issued, the Employment Agency will review your case again: Is your situation still the same? Are the requirements still met? If so (and this is usually the case), you will receive a new education voucher with a new validity period.

In some cases, case workers will specify a longer validity period directly in the original notice—for example, if the next suitable cohort doesn’t start for another four months. This is possible because Section 81 of SGB III only states that the education voucher „may“ be time-limited, not that it must necessarily be valid for three months. If you know in advance that you’ll need more time, bring this up directly during your counseling appointment. This will save you the hassle of having to get a new one issued later.

If anything has changed since the policy was originally issued—a different industry, a different measure, or a different life situation—it’s worth taking a look at the Three prerequisite areas for the education voucher. What happens if my education voucher has expired?

If the validity period has expired and you haven’t started the training program, the education voucher can no longer be redeemed. That may sound dramatic, but it isn’t: You won’t face any disadvantages. You don’t have to pay anything back, there’s no risk of a suspension period, and your unemployment benefits or basic income will continue as usual.

Once the term has expired, you have three options:

  • Option 1 – Reissuance: Schedule a new consultation with your counselor and apply for a new education voucher. If your situation hasn’t changed, this is a straightforward process. Most cases follow this procedure.
  • Option 2 – alternative funding route: If the education voucher under Section 81 of SGB III no longer applies—for example, because you are now employed—other forms of financial assistance may be available. The Qualification Opportunity Act (§ 82 of Book III of the Social Code), the training allowance (Section 82a of Book III of the Social Code), or the Upgrading Training Grant are the typical alternatives.
  • Option 3 – Objection: If your education voucher is incorrectly treated as expired (for example, because the program started on time but the provider submitted the notification too late), you can file an appeal within one month § 84 SGG insert. Request a Replacement – Get a New Education Voucher in 4 Steps

Reapplying is not the same as filing a new initial claim. You don’t have to prove your eligibility from scratch—the Employment Agency has already approved your case once before. What they need is a brief update and a concrete new plan. Four steps, taking about two weeks.

Step 1: Schedule a consultation with the AfA

Ideally, book your appointment at least two weeks before your current education voucher expires. Online via arbeitsagentur.de or by phone through your local office. Be sure to mention the reason when you make the reservation: „I need a new education voucher; my current one expires on [date].“ This way, the office will know what to expect.

Step 2: Draft an updated justification

Three sentences are enough. What has changed since the original request—or why was the original plan not feasible? Typical examples: The originally planned activity was fully booked. An illness delayed the planned start. You were offered a position, but it was then withdrawn. Keep it brief, factual, and include dates. No long-winded explanations, no endless justifications.

Step 3: Specify the specific measure and the implementing agency in the application

This is the most important step. Without a specific measure, you won't get approval. You'll need the name of the funding agency, the name of the measure, and ideally the measure number from KURSNET. The organization must be AZAV-certified. If you are proposing a different organization than the one listed in your initial application, briefly explain why—one sentence is sufficient.

Step 4: Once you receive the new notice, set a firm start date

As soon as you receive the new training voucher, register with the provider immediately. Be sure to enter the start date for the program as a firm commitment. Make it set in stone this time—any changes would look bad at the next AfA meeting.

Education Voucher and Unemployment Benefits / Basic Income During the Waiting Period

One concern we often hear during counseling sessions is: „If my education voucher expires, will I also lose my unemployment benefits?“ No. The two benefits are legally separate. Your entitlement to Unemployment Benefit 1 or Citizen’s Income is determined by the requirements of SGB II or SGB III for the respective benefit—not by the education voucher.

What could happen: If the Employment Agency has assigned you a specific program and you have not started it without a valid reason, this could affect your obligation to cooperate. However, this is not automatic. Talk to your case worker as soon as possible if you’re unsure whether you’ll be able to start the program—this will help prevent conflicts later on.

During the period between the expiration date and the issuance of a new voucher, everything continues as usual. You don’t need to apply for anything, report anything, or make any repayments. The education voucher is a certificate, not a sum of money that has been paid out. When it expires, it simply becomes invalid.
