Who receives an education voucher depends on three conditions: Your personal status (unemployed or at risk of unemployment), the suitability of your planned further education, and the certification of the education provider. We call it the StackFuel three-area model. It makes the three logical areas clearly separable. Sounds complex? It's not.

Education voucher requirements at a glance
At first glance, the requirements for the education voucher seem confusing: three different areas, several special cases, no uniform application. But they follow a clear logic. Anyone who receives the education voucher must fulfill three prerequisite areas: status (who you are), aptitude (what you want to learn), and provider (where you learn it). In counseling, we call this the three-area model. It helps you to quickly recognize which prerequisite could be problematic in your own application.

The education voucher itself is an official funding instrument of the employment agency or job center, regulated in § Section 81 SGB III, the standard for the promotion of continuing vocational training. Your mediator will decide on approval on a case-by-case basis. There is no legal entitlement. This is precisely why the three prerequisite areas are so important: if you know them and can argue clearly before the consultation, you have a much better chance of approval.

Who is entitled to an education voucher?
People who are unemployed or at risk of unemployment and want to improve their chances of finding a job through further training are entitled to a training voucher.
Specifically, four groups of people are eligible:
- Unemployed: You are registered as unemployed and receive unemployment benefit 1 or citizen's allowance. The purpose of further training is to re-enter the labor market.
- Jobseekers: You are at risk of unemployment: for example due to fixed-term contracts, imminent dismissal or structural change in your industry. You must have actively registered as a jobseeker, ideally three months before the end of your employment.
- Employees in industries undergoing structural change: You are employed, but in an industry that is under pressure due to digitalization or structural change (automotive, energy, traditional trade, publishing). The Qualification Opportunities Act according to § 82 SGB III usually applies here.
- Special cases such as rehabilitants: Anyone who is no longer able to work in the profession they have learned for health reasons can apply for a training voucher via the pension insurance or the employers' liability insurance association.
The personal requirements
The personal requirements - area 1 in the three-area model - relate to your current status. Who you are, where you are registered and how long it has been since your last funded training.
1. you are unemployed or at risk of unemployment
The first personal requirement is your status. You must either be registered as unemployed or at risk of unemployment, i.e. in a fixed-term employment relationship that is due to expire or in an industry that is shrinking and cutting jobs.Registering as a jobseeker is a separate administrative act that has nothing to do with unemployment benefit. You can register as a jobseeker even if you are still in an ongoing employment relationship - as soon as you know that it will end. This is the most important lever for approval in special cases: Anyone who registers as a jobseeker at an early stage - at least three months before the end of the contract, can usually apply for the training voucher during the notice period. 2. the 2-year rule - no subsidized further training in the last 24 months
The second personal requirement is a time limit: your last funded further training, retraining, apprenticeship or degree must have been completed more than two years ago. Anyone who has already redeemed an education voucher in 2024 is generally not eligible for a second one in 2026 - except in justified exceptional cases.
There are exceptions, particularly for language courses, which are counted differently, and for people who have to retrain for health reasons. Anyone who has already received education voucher benefits in the last two years and wants to submit a new application should argue this very clearly in the consultation.
3. you are registered in Germany
The third personal requirement is your registration in Germany. The education voucher is a German funding instrument and requires you to be resident here. For EU citizens with regular residence in Germany, the same logic applies as for German citizens. Their residence status only needs to be clarified.
There are specific regulations for people with a refugee background or in ongoing asylum proceedings. In such cases, it is worth seeking advice from the Federal Employment Agency's migration advice service.
The formal requirements for your further training
The formal requirements - area 2 in the three-area model - relate to the training itself. What it does in terms of content, what profession it leads to, and how convincingly you can argue that it is necessary.
1. Future-oriented qualification
Further training must lead to a future-oriented qualification, i.e. a job that is in demand in the labor market and is likely to remain in demand. Data and AI professions are considered paradigmatically future-oriented in 2026. Further training in a sector that is itself shrinking is generally not funded. This is the logic behind the education voucher as an instrument of labor market management: the agency promotes transitions into areas with a need for skilled workers, not into areas with an oversupply.
2. Concrete career goal with job market justification
You not only have to say what you want to learn, but also what for. Further training „in the direction of IT“ or „something to do with data“ is rarely approved. The most effective argument is regional job advertisements: 10 to 15 advertised positions for the target role from your region, printed out with the date, ideally from the same month. This portfolio is the most concrete proof that the role is also in demand in your area.
3. Clear argumentation towards the agency
The third formal requirement is informal, but crucial: your argumentation. The employment agency not only checks whether you are qualified on paper, but also whether you can clearly explain why exactly this further training fits your situation. This is not a legal argument, but one from your CV: Why is your previous job no longer practicable or future-proof? Why the target role? Why this institution?

The requirements for the training provider
The third group of requirements - area 3 in the three-area model - does not apply to you, but to the provider. Even if you are personally qualified and your training is formally suitable, the application may fail if the provider does not have the right certification.
1. AZAV certification
The training provider must be certified in accordance with AZAV (Accreditation and Approval Ordinance for Employment Promotion). This certification is the formal prerequisite for being able to redeem a training voucher for the measure in question. how do you check whether a provider is AZAV-certified? There are two ways: via the provider's self-disclosure (every certified provider displays its AZAV certification on the website, usually in the footer or on an about us page), or via the KURSNET database of the Federal Employment Agency. If the provider is listed there, it has AZAV certification.
2. KURSNET registration
In addition to AZAV certification, the specific training course must be entered in KURSNET. Each individual eligible measure has a unique measure number. 3. regional availability (online vs. presence)
For face-to-face training courses, the education voucher specifies the region in which you may redeem the course. This requirement does not apply to purely online training courses. Special cases: Requirements for working people
So far, we have described the requirements for the classic education voucher case: People who are unemployed or at acute risk of unemployment. There are separate funding channels for people in employment who are currently employed, which operate under the umbrella of the education voucher but have their own requirements.
Qualification Opportunity Act
The Qualification Opportunities Act, or QCG for short, has been in place since January 2019 and is in § Section 82 SGB III, the legal basis of the Qualification Opportunities Act, regulated. It enables employers to qualify their employees. The employment agency covers part of the costs and the continued remuneration.
The requirements for the QCG: You are currently employed, the training comprises more than 120 teaching units of 45 minutes each, your employer applies for funding. The application is not made by you, but by your employer. The exact amount of funding depends on the size of the company: from 100 percent for micro-enterprises with less than 10 employees to 50 percent for medium-sized companies and 25 percent for large companies with over 2,500 employees.
Qualification allowance (§ 82a SGB III)
Since April 1, 2024, the Qualification allowance according to § 82a SGB III - a compensation payment for employees who have to undergo further training due to structural change. The training allowance pays 60 percent of net pay during the training period (67 percent with a child).
The requirements are similar to those for the QCG: existing employment relationship, at least 120 hours of training, structurally affected industry, and no possibility of completing the training within the existing job. Unlike the QCG, the agency pays the benefit directly to you, not to the employer.
The practical difference: With the QCG, the agency reimburses part of the costs and wages to the employer. With the qualification allowance, the benefit goes directly to you as compensation. Which one suits you depends on the specific setup between you and your employer.
Vocational rehabilitation
If you are no longer able to work in your profession for health reasons, funding for your further training is usually provided by the pension insurance fund instead of the employment agency. The requirements are similar, but the application is made via other agencies and the funding may include additional components (such as medical rehabilitation or support measures).
How difficult is it to get an education voucher?
The difficulty depends less on formal requirements than on the individual case. Anyone who is registered as unemployed or looking for work, has not received any subsidized further training for at least two years and is planning future-oriented further training with an AZAV-certified provider meets the basic requirements. The final decision is made by your mediator. Preparation is more important here than any formal criterion.
In practice, many initial applications do not fail due to a lack of requirements, but due to unclear arguments. The appointment with the agency is not an official process, but a conversation in which you explain the need for further training. What happens if you do not fulfill a requirement?
Sometimes someone does not meet all the requirements at first glance: for example, because the last training course was only 20 months ago, or because the sector is not clearly affected by structural change. In such cases, it is worth taking a closer look. There are often exceptions, alternative funding channels or a way to meet the requirements after all (for example by registering as a jobseeker early).
If your application for an education voucher has already been rejected, you have four weeks to Appeal against the rejection. How long is an education voucher valid for?
An education voucher is usually valid for three months - sometimes longer, depending on the note in the notification. You must start the training within this period. If you start late, the voucher will become invalid and you will have to submit a new application.
Can I extend the education voucher?
There is no formal extension. A new application is required on expiry. In practice, the reissue is uncomplicated if nothing has changed in your situation. Important: contact your intermediary in good time (at least 2 weeks before expiry).
Do I need a specific school-leaving qualification?
No, the education voucher does not have a formal minimum school-leaving requirement. It is important that your suitability for the planned further training is plausible: a completed profession or an equivalent practical background is usually sufficient.
How often can I apply for an education voucher?
The last training or subsidized further training must have taken place at least two years ago. Language courses do not count towards this two-year rule. The necessity of a second education voucher is checked particularly carefully.
What is the difference between an education voucher and upskilling BAföG?
The education voucher (§ 81 SGB III) is a grant for initial training or a new career start - usually for jobseekers or those threatened by unemployment. Aufstiegs-BAföG promotes formal advanced training (master craftsman, technician, business administrator) and is primarily aimed at people in employment who have completed training.
